FBI UFO memo: The Federal Bureau of Investigation says that its Hottel memo, which reports on an alleged flying saucer sighting, has been viewed nearly a million times since 2011.
A single-page March 22, 1950, memo by Guy Hottel, special agent in charge of the Washington Field Office, regarding UFOs is the most viewed document in the FBI Vault, an online repository of public records.

The so-called?Hottel memo?was first released in the late 1970s under the Freedom of Information Act, but it's been viewed nearly a million times since 2011, when the FBI launched an online database of public records called the Vault.
Dated March 22, 1950, the memo was addressed to FBI Director J. Edgar Hoover and written by Guy Hottel, then head of the Bureau's field office in Washington, D.C. Hottel was reporting what an Air Force investigator said that someone else told him about the crashed saucers.
The following details of the report have perhaps fueled the hopes of those who want to believe: "They [the saucers] were described as being circular in shape with raised centers, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots."
For the record, FBI officials said in a statement on Monday (March 25) that the Hottel memo "does not prove the?existence of UFOs; it is simply a second- or third-hand claim that we never investigated."
Bureau officials also say there is no reason to believe that the story has anything to do with the infamous?1947 Roswell crash?in New Mexico.?Hoover did actually order his agents?to verify any?UFO sightings?after the?Roswell incident and until?July 1950. That?the Hottel report was never investigated suggests "our Washington Field Office didn't think enough of that flying saucer story to look into it," the FBI statement says.

For most automakers, baby boomers are the proverbial 800-pound gorilla that still drives the industry, the biggest buying group in terms of raw vehicle sales and, in particular, the generation spending the most for each of the cars they buy.
But manufacturers are preparing for the arrival of a new group that could soon not only outnumber the boomers but also demand some big changes in the type and size of vehicles the industry produces. Generation Y, also known as the millennials, offer both tantalizing opportunities and major challenges, according to executives at this year?s New York International Auto Show.

Millennials are becoming ?the new face? of American auto buyers, asserted Jim Farley, Ford Motor Co.?s global sales and marketing chief, during his keynote speech at the auto show. ?And we?ll be surprised,? he added, ?by what they choose.?
According to U.S. Census Bureau data, there are more than 80 million American consumers approaching age 30, which means that each year millions more are moving into the new vehicle buying demographic. Indeed, according to the recent ?Gen Y in the Driver?s Seat? study by consulting firm Deloitte, they already represent about 40 percent of the nation?s potential car buying population ? though they are still well outnumbered by boomers when it comes to the number of new vehicles sold each year.

In fact, that ?potential? doesn?t necessarily translate into the same mindset toward buying and owning cars that was seen when boomers came of age. Nearly a third of American 19-year-olds haven?t bothered to get a driver?s license, according to a new study, continuing a downward trend that finds fewer and fewer millennials plugging into the American car culture.
?Virtual contact reduces the need for actual contact,? suggested Michael Sivak, co-author of the study by the University of Michigan Transportation Research Institute. ?We found that the percentage of young drivers was inversely related to the availability of the Internet.?
In 1983, well before the advent of texting, e-mail and online gaming, 83 percent of American 19-year-olds were licensed. By 2010, found UMTRI, that was down to around 70 percent.
Another study, jointly carried out by General Motors and Viacom?s MTV Scratch unit, found just 32 percent of 3,000 American millennials surveyed saying they were interested in cars ? though it also showed 69 percnet viewing the purchase of a car a ?milestone? in becoming an adult.
Which brand millennials turn to is also up in the air. Auto data-tracking service Edmunds.com finds that Japanese makers have steadily lost ground with millennials at the expense of Detroit and Korean makers ? a sharp reversal of the trend when baby boomers were first entering the new car market.
?Don?t think we have the millennials figured out," Ford senior marketing executive Amy Marentec recently said, but she added that domestic automakers are beginning to show signs of ?cracking the code.?
The market data suggest that younger buyers are generally more interested in green technology than their parents? generation, something that could drive demand for hybrids, plug-ins and battery vehicles. On the other hand, the higher cost for such technologies is so far restricting sales.
Millennials are downsizing, several executives said. That?s one of the reasons why Audi has such big hopes for the next-generation A3 sedan it showed reporters during a sneak peek in New York. It will become ?the third leg? for the brand, said Audi of America chief Scott Keogh, and should drive other makers to rethink the future of their bigger products.

Keogh also emphasized that the new generation of buyers ?isn?t willing to compromise,? even though they?re on a tighter budget than boomers. They expect that even entry-level products have a much higher level of refinement ? and advanced features like infotainment systems capable of accessing social media services.
The new generation has ?an incredible taste for luxury,? echoed Ford?s Farley, adding that millennials now expect to get more for less, no longer expecting that they have to pay a substantial premium for high-line brands. ?And as the price of luxury cars drops,? he said, ?don?t be surprised if they make luxury cars their first (new vehicle) purchase.?
For the industry, delivering on those expectations could be challenging. It could strain resources in the short-term, but those brands which can meet the demand could come to dominate the new generation much as marques like Toyota, Nissan and Honda were the favorites of the boomers.

BEIJING (Reuters) - China expressed "resolute opposition" and "strong dissatisfaction" with a new U.S. cyber-espionage rule limiting imports of Chinese-made information technology products, state media reported on Saturday.
The remarks underscore growing tension between the world's top two economies after the United States accused China of backing a string of hacking attacks on U.S. companies and government agencies.
China says the accusation lacks proof and that it is also a victim of hacking attacks, more than half of which originate from the United States.
The new provision, tucked into a funding bill signed into law on Thursday, requires NASA, as well as the Justice and Commerce Departments, to seek approval from federal law enforcement officials before buying information technology systems from China.
The United States imports about $129 billion worth of "advanced technology products" from China, according to a May 2012 report by the U.S. Congressional Research Service.
State media including Xinhua, the China Daily and the People's Daily, quoted a spokesman for the Ministry of Commerce as saying the U.S. bill "sends a very wrong signal".
"This will directly impact partnerships of Chinese enterprises and American business as they conduct regular trade," said Shen Danyang, the commerce ministry spokesman.
"This abuse of so-called national security measures is unfair to Chinese enterprises, and extends the discriminatory practice of presumption of guilt," the article in the official People's Daily said, quoting Shen. "This severely damages mutual trust between the U.S. and China."
The United States should eliminate the law, Shen said.
Technology security lawyer Stewart Baker wrote in a blog post this week that China could claim that the United States is violating World Trade Organization rules.
However, because Beijing hasn't signed a WTO agreement setting international rules for government procurement, it may not be successful in its challenge, Baker said.
Chinese foreign ministry spokesman Hong Lei also urged the U.S. to abandon the law at a news conference on Thursday.
"This bill uses Internet security as an excuse to take discriminatory steps against Chinese companies," he said.

One of the world's most prestigious laboratories is frantically trying to resolve a row over its decision to publish the genome of one of the world's most studied human cell lines ? a set of cervical cancer cells.
The cells were taken in 1951 from a woman called Henrietta Lacks, without her consent. Her descendants argue that the published genome may reveal genetic traits of family members.
The HeLa cells, as they are dubbed, are exceptionally easy to grow in the lab and have become the cellular equivalent of lab rats. For decades, scientists have worked with these cells to unravel the secrets of cancer and develop new vaccines and treatments.
After publishing the HeLa genome in the online journal G3: Genes, Genomes and Genetics, researchers led by Lars Steinmetz at the European Molecular Biology Laboratory (EMBL) in Heidelberg, Germany, withdrew the data following a barrage of objections.
"It shouldn't have been published without our consent? That is private family information," said Lacks' granddaughter Jeri Lacks-Whye, quoted in The New York Times in a commentary on the dispute by Rebecca Skloot, whose biography of Lacks, The Immortal Life of Henrietta Lacks, appeared in 2011.
EMBL has apologised to the family and is in talks with them to try to resolve the situation.
"As soon as we learned of this we removed our data from the internet out of respect for the family," says EMBL spokeswoman Raeka Aiyar. "We take their concerns very seriously and have reached out to them with our apologies, and to express our determination to work with them towards an appropriate course of action for handling the availability of this data. We are currently awaiting their response."
EMBL also gave the G3 journal a statement on why the researchers withdrew the data.
The paper revealed that the genome of HeLa cells is chaotic. That is as might be expected in cancer cells, which undergo abnormal genetic reorganisation.
Steinmetz found numerous regions where chromosomes are arranged in the wrong order, for example, as well as missing genes and surplus copies of others.
The aim of the paper was to show the degree to which the genomes of HeLa cells diverged from those of healthy cells, so researchers could take that into account when designing experiments and analysing results from studies using the HeLa cell line. Having the genome would also allow researchers to check whether new cell lines have been contaminated by HeLa cells, a widespread and under-reported problem.
EMBL acknowledges that the genome of the cancer cells could be used to make predictions about Henrietta Lacks's genome and those of her descendants. But it cautions that there will be significant differences between the genomes of the cancer tissue and Henrietta's healthy cells, therefore limiting what can be deciphered about her and her descendants.

Which is smarter: a swarm of brainless mini-robots with clockwork guts, or a colony of ravenous, half-blind Argentine ants?
If you answered mindless robots, you?re right ? but just barely.
Researchers studying the problem-solving abilities of foraging ants enlisted the aid of 10 sugar-cube-sized robots to determine whether the real-life insects had to put any thought into deciding which direction they should go when they came to a fork in the road or an obstacle in their path. The answer to that question is important for the understanding of how large communities of organisms interact and coordinate their behavior.
The Argentine ant was selected for the study because it?s among the world?s most successful invasive species. When it gains a foothold in new lands, such as California, Florida, southern Europe, Australia and Southeast Asia, it out-competes local ants and can sever links in the larger food chain.
?These guys are a real problem;? they?ve caused a lot of trouble,? said Simon Garnier, who studies animal behavior at the New Jersey Institute of Technology and was lead author of the study published Thursday in PLOS Computational Biology. The ants, which measure about an eighth of an inch long and have very poor vision, are native to South America.
Certain species of ants can travel? farther than the length of two football fields to find food, and then tote morsels back to their nest. The paths they take can be extremely complicated, and Argentine ants deposit pheromones along the way to serve as guideposts for their trailing comrades.
The behavior of individual foragers can have drastic consequences for the entire group. A series of wrong turns by one or several workers can transform an otherwise successful picnic raid into a catastrophe: Wayward ants can accidentally lock their supply network into a closed loop, causing the group to march in a fruitless spiral until they drop from exhaustion.
Scientists at? the New Jersey institute and the Research Center on Animal Cognition, in Toulouse, France, hypothesized that the ants? foraging success was a result of a scripted set of instinctive behaviors, and not of calculations made by individual ants. Using grant money from the French government, the researchers tested their hunch by setting up a competition between real ants and a squad of micro-robots designed at the Federal Institute of Technology in Lausanne, Switzerland.
In the live-animal experiment, a colony of 500 worker ants was starved for a couple of days and then set free in a maze carved into a plastic board. Researchers placed a cotton ball soaked in a sugar solution at the opposite end of the maze and observed as the ants went into a frenzied search for food before returning to their nest.
The robot experiment took a lot longer to set up and conduct.
Each robot comes equipped with two Swatch watch motors and four tiny wheels. (Their top speed is a blistering 8 feet per minute, about four times faster than real ants.) The robo-ants communicate with light instead of pheromones, so they sport light sensors instead of antennae.
The electronic critters were programmed to move randomly, but in the same general direction ? just like real ants.
The robot ants were released into a cardboard maze with infrared light beacons to simulate their nest and their food source. As they wheeled down passageways, an overhead projector beamed blue circles onto the pathway behind them, as if they had left a pheromone marker for their buddy robots behind them. When the robots encountered an intersection, they were programmed to take the route that deviated least from their general direction of travel. However, if they encountered a blue circle of light, they followed that instead. (The projected light circles gradually faded in intensity, just as real pheromone deposits evaporate and lose strength.)
After running the contest between ant and machine many times, their rates of success and overall routes were very similar, although the robots tended to use shorter routes, the researchers found. Also, when the robots bumbled their way into closed loops, they were more likely to break free.
The research team concluded that ?a complex cognitive process is not necessary to explain the ants? behavior.?
Though it might appear that the robots were somewhat more efficient, or ?smarter,? Garnier said it wasn?t exactly a fair comparison. With hundreds of ants in the maze at once, traffic jams would cause the insects to disperse in different directions. ?If we had performed the experiment with 500 robots, we probably would have run into the same problems,?? he said.
Although the study?s methods were novel, its conclusions were ?not very surprising,? said Doug Yanega, a senior scientist at UC Riverside?s Entomology Research Museum. Computer simulations by animal behaviorist Nigel Franks have provided similar insights into ant behavior, he said.

Mar. 27, 2013 ? In 370 million-year-old red sandstone deposits in a highway roadcut, scientists have discovered a new species of armored fish in north central Pennsylvania.
Fossils of armored fishes like this one, a phyllolepid placoderm, are known for the distinctive ornamentation of ridges on their exterior plates. As with many such fossils, scientists often find the remains of these species as impressions in stone, not as three-dimensional versions of their skeletons. Therefore, in the process of studying and describing this fish's anatomy, scientists took advantage of a technique that may look a lot like it was stolen from crime scene investigators.
Dr. Ted Daeschler has shown the fossil and made a rubber cast by pouring latex into its natural impression in the rock. Once the latex hardened, Daeschler peeled it out and dusted its surface with a fine powder to better show the edges of the bony plates and the shapes of fine ridges on the fish's bony armor -- a lot like dusting for fingerprints to show minute ridges left on a surface. With this clearer view, Daeschler and colleagues were better able to prepare a detailed scientific description of the new species.
This placoderm, named Phyllolepis thomsoni, is one of two new Devonian fish species described by Daeschler in the Bicentennial issue of the Proceedings of the Academy of Natural Sciences of Philadelphia, with different co-authors. The other new species is a lobe-finned fish discovered in northern Canada.
Both the Pennsylvania placoderm and the Canadian lobe-finned fish species are from the late Devonian period, at a time long before dinosaurs walked the Earth -- but, geologically speaking, not long before the very first species began to walk on land. Daeschler studies Devonian species in particular to help describe the evolutionary setting that gave rise to the first vertebrate species with limbs. He has dug for Devonian species in Pennsylvania since 1993, and in northern Canada since 1999.
Daeschler, a vice president and associate curator at the Academy of Natural Sciences of Drexel University, and an associate professor in Drexel's College of Arts and Sciences, and co-author Dr. John A. Long, a leading authority on placoderms from Flinders University in Australia, named the species in honor of Dr. Keith S. Thomson.

Her publicist Cara Tripicchio confirmed Judd's decision.
The 44-year-old Judd had hinted last week that she was nearing a decision about the race.
Now living in suburban Nashville, Tenn., Judd has said little publicly about her intentions. However, she has been meeting with several Democratic leaders, including Gov. Steve Beshear, to discuss a possible run.
Defeating McConnell would be the Democrats' biggest prize of the 2014 election. His seat is one of 14 that Republicans are defending while Democrats try to hold onto 21, hoping to retain or add to their 55-45 edge.
The star of such films as "Double Jeopardy" and "Kiss the Girls" is known for her liberal political views and she would have been running in a largely conservative state where Republicans hold both Senate seats and five of the six seats in the U.S. House.
Former State Treasurer Jonathan Miller, a Judd supporter, said she would have been a strong candidate.
"As a Kentuckian and someone who was really enthusiastic about her as a candidate, this wasn't the news I was hoping for," Miller said. "But as her friend, from the first time we talked about the race last summer, I was very candid about the grueling nature of politics. It's become a very unpleasant business and running against Mitch McConnell would be an extraordinarily difficult and grueling experience."
McConnell, who spent some $20 million on his last election and who has already raised $10 million for the next one, had already been taunting would-be Democratic challengers in a comical online video intended to raise second thoughts about taking on a politician known as brawler. The video plays on the fact that Judd lives in Tennessee.
Republican-leaning group American Crossroads in its own online video also plays on the Tennessee angle and ties her closely to President Barack Obama, who is unpopular in Kentucky.
University of Louisville political scientist Laurie Rhodebeck said Judd certainly wasn't frightened out of the race.
"She doesn't strike me as a shrinking violet," Rhodebeck said. "I think the real issue would be how much disruption she wanted in her life. This was the kind of thing that she would have to throw herself into 100 percent in order to make it worthwhile."
Judd and three-time Indianapolis 500 winner Dario Franchitti separated early this year after marrying in his native Scotland in 2001.
Judd's decision not to enter the race leaves the Democratic Party in search of a candidate. Many of Kentucky's top Democrats, including Beshear, have said they won't run. However, a rising star within the party, Secretary of State Alison Lundergan Grimes, hasn't ruled the race out. Grimes declined comment Wednesday evening through her spokeswoman, Lynn Sowards Zellen.

ANN ARBOR, Mich. - Researchers, clinicians, military leaders and policy makers will come together next month at the University of Michigan for the National Research Summit on Reserve Component Military Families, a first-of-its-kind national conference focused on the unique and often unaddressed mental health and wellbeing needs of National Guard and Reserve military families.
As military members cycle through the deployment process, their children and families can face high rates of stress and adjustment challenges. National Guard and Reserve military families are embedded in communities, often living far from military installations and military-sensitive resources.
While successful intervention programs have been launched across the country to support military families, there remain few opportunities for clinicians and researchers to share and discuss this information on a national scale, with none focused specifically on the special challenges faced by Reserve Component families.
The National Research Summit on Reserve Component Military Families will take place on April 25-26 at U-M and represents an effort to increase discussion and awareness surrounding the challenges faced by the families of National Guard and Reserve members.
"There is not a professional home for those invested in helping National Guard and Reserve military families," says conference chair Michelle Kees, Ph.D., an assistant professor of psychiatry at U-M who also has an appointment at the VA Ann Arbor Healthcare System. "This summit aims to fill that void and offer researchers, clinicians, military leaders and advocates a place to discuss the latest research and innovative interventions for Reserve Component military families."
The two-day conference, organized by the U-M Depression Center's Military Support Programs and Networks (M-SPAN), will feature cutting-edge research presentations, panel discussions with military leaders and national organizations, workshops focused on different aspects of the military family dynamic including children, parenting and couples' relationships, and smaller work groups, with ample opportunities for networking.
M-SPAN's programs have been developed by faculty and staff from the U-M Depression Center and Department of Psychiatry many of whom also have appointments at the Ann Arbor VA -- in collaboration with the Michigan Army National Guard and Michigan State University
The goal of the conference is to highlight successful and innovative ways to reach military families, and to also establish a framework for a national network of collaborators moving forward.
"We expect this event to be a catalyst for building future collaborative relationships, and advancing the science and services for military families," Kees says.
Keynote presentations will be delivered by Sergeant Major of the Army Raymond Chandler and Kathryn Power of the Substance Abuse and Mental Health Services Administration.
Vice Admiral Robin Braun, Chief of Navy Reserve, and Brigadier General Marianne Watson, Director of Manpower and Personnel at the National Guard Bureau will also present as part of a Military Panel on the changing landscape for military families. The conference will conclude with an address from Michigan Sen. Carl Levin, Chairman of the Senate Armed Services Committee.

LONDON (AP) ? A record-breaking cyberattack targeting an anti-spam watchdog group has sent ripples of disruption coursing across the Web, experts said Wednesday.
Spamhaus, a site responsible for keeping ads for counterfeit Viagra and bogus weight-loss pills out of the world's inboxes, said it had been buffeted by the monster denial-of-service attack since mid-March, apparently from groups angry at being blacklisted by the Swiss-British group.
"It is a small miracle that we're still online," Spamhaus researcher Vincent Hanna said.
Denial-of-service attacks overwhelm a server with traffic ? like hundreds of letters being jammed through a mail slot at the same time. Security experts measure those attacks in bits of data per second. Recent cyberattacks ? like the ones that caused persistent outages at U.S. banking sites late last year ? have tended to peak at 100 billion bits per second.
But the furious assault on Spamhaus has shattered the charts, clocking in at 300 billion bits per second, according to San Francisco-based CloudFlare Inc., which Spamhaus has enlisted to help it weather the attack.
"It was likely quite a bit more, but at some point measurement systems can't keep up," CloudFlare chief executive Matthew Prince wrote in an email.
Patrick Gilmore of Akamai Technologies said that was no understatement.
"This attack is the largest that has been publicly disclosed ? ever ? in the history of the Internet," he said.
It's unclear who exactly was behind the attack, although a man who identified himself as Sven Olaf Kamphuis said he was in touch with the attackers and described them as mainly consisting of disgruntled Russian Internet service providers who had found themselves on Spamhaus' blacklists. There was no immediate way to verify his claim.
He accused the watchdog of arbitrarily blocking content that it did not like. Spamhaus has widely used and constantly updated blacklists of sites that send spam.
"They abuse their position not to stop spam but to exercise censorship without a court order," Kamphuis said.
Gilmore and Prince said the attack's perpetrators had taken advantage of weaknesses in the Internet's infrastructure to trick thousands of servers into routing a torrent of junk traffic to Spamhaus every second.
The trick, called "DNS reflection," works a little bit like mailing requests for information to thousands of different organizations with a target's return address written across the back of the envelopes. When all the organizations reply at once, they send a landslide of useless data to the unwitting addressee.
Both experts said the attack's sheer size has sent ripples of disruptions across the Internet as servers moved mountains of junk traffic back and forth across the Web.
"At a minimum there would have been slowness," Prince said, adding in a blog post that "if the Internet felt a bit more sluggish for you over the last few days in Europe, this may be part of the reason why."
At the London Internet Exchange, where service providers exchange traffic across the globe, spokesman Malcolm Hutty said his organization had seen "a minor degree of congestion in a small portion of the network."
But he said it was unlikely that any ordinary users had been affected by the attack.
Hanna said his site had so far managed to stay online, but warned that being knocked off the Internet could give spammers an opening to step up their mailings ? which may mean more fake lottery announcements and pitches for penny stocks heading to people's inboxes.
Hanna denied claims that his organization had behaved arbitrarily, noting that his group would lose its credibility if it started flagging benign content as spam.
"We have 1.7 billion people who watch over our shoulder," he said. "If we start blocking emails that they want, they will obviously stop using us."
Gilmore of Akamai was also dismissive of the claim that Spamhaus was biased.
"Spamhaus' reputation is sterling," he said.

Mar. 26, 2013 ? Excess carbon dioxide in Earth's atmosphere created by the widespread burning of fossil fuels is the major driving force of global climate change, and researchers the world over are looking for new ways to generate power that leaves a smaller carbon footprint.
Now, researchers at the University of Georgia have found a way to transform the carbon dioxide trapped in the atmosphere into useful industrial products. Their discovery may soon lead to the creation of biofuels made directly from the carbon dioxide in the air that is responsible for trapping the sun's rays and raising global temperatures.
"Basically, what we have done is create a microorganism that does with carbon dioxide exactly what plants do-absorb it and generate something useful," said Michael Adams, member of UGA's Bioenergy Systems Research Institute, Georgia Power professor of biotechnology and Distinguished Research Professor of biochemistry and molecular biology in the Franklin College of Arts and Sciences.
During the process of photosynthesis, plants use sunlight to transform water and carbon dioxide into sugars that the plants use for energy, much like humans burn calories from food.
These sugars can be fermented into fuels like ethanol, but it has proven extraordinarily difficult to efficiently extract the sugars, which are locked away inside the plant's complex cell walls.
"What this discovery means is that we can remove plants as the middleman," said Adams, who is co-author of the study detailing their results published March 25 in the early online edition of the Proceedings of the National Academy of Sciences. "We can take carbon dioxide directly from the atmosphere and turn it into useful products like fuels and chemicals without having to go through the inefficient process of growing plants and extracting sugars from biomass."
The process is made possible by a unique microorganism called Pyrococcus furiosus, or "rushing fireball," which thrives by feeding on carbohydrates in the super-heated ocean waters near geothermal vents. By manipulating the organism's genetic material, Adams and his colleagues created a kind of P. furiosus that is capable of feeding at much lower temperatures on carbon dioxide.
The research team then used hydrogen gas to create a chemical reaction in the microorganism that incorporates carbon dioxide into 3-hydroxypropionic acid, a common industrial chemical used to make acrylics and many other products.
With other genetic manipulations of this new strain of P. furiosus, Adams and his colleagues could create a version that generates a host of other useful industrial products, including fuel, from carbon dioxide.
When the fuel created through the P. furiosus process is burned, it releases the same amount of carbon dioxide used to create it, effectively making it carbon neutral, and a much cleaner alternative to gasoline, coal and oil.
"This is an important first step that has great promise as an efficient and cost-effective method of producing fuels," Adams said. "In the future we will refine the process and begin testing it on larger scales."
The research was supported by the Department of Energy as part of the Electrofuels Program of the Advanced Research Projects Agency-Energy under Grant DE-AR0000081.

The Medical Marijuana Enforcement Division, a division of Colorado's Department of Revenue, failed to follow the framework laid out by the state legislature when lawmakers approved the program in 2010, auditors said in the 96-page report.
"The division has not adequately defined the oversight activities it must perform or determined the resources it needs to implement the regulatory system envisioned by the General Assembly," the report said.
The Medical Marijuana Enforcement Division did not immediately respond to calls seeking comment on the report. But revenue department officials agreed with its recommendations, the report said.
The report noted that the agency experienced 19 straight months of net losses, including a $2.3 million loss in June 2011 because of "large capital purchases," including furniture, computers and a software program that failed to materialize.
Funding for the division has "fluctuated significantly," since it was established, auditors said, as revenues have declined by 56 percent from $8.6 million to $3.8 million. Expenditures during the same time have increased by 11 percent from $4.7 million to $5.2 million.
The drop in revenue was largely due to a moratorium on new dispensaries from mid-2010 through 2012, which meant the division collected fewer fees.
"Weaknesses in the division's fee-setting, strategic planning and expense controls contributed to its funding problems," the report said.
Colorado voters approved the use of medical marijuana in 2000, and last fall voted to legalize small amounts of pot for recreational use. State lawmakers are in the process of crafting a bill that would establish a regulatory framework for the use of recreational marijuana.
Staff layoffs at the revenue department contributed to the underreporting of about $760,000 due the state in tax revenues from 56 of Colorado's more than 1,400 medical marijuana dispensaries, auditors said.
Additionally, regulators spent $1.1 million in 2011 and 2012 on a marijuana plant tracking computer system that "not does currently exist" because the agency lacked the remaining $400,000 to pay the vendor to implement the system.
Michael Elliott, executive director of the Medical Marijuana Industry Group, blamed the legislature for the oversight problems identified in the report.
"Our members follow the law and expect state officials to give the Medical Marijuana Enforcement Division the budget it needs to ensure proper enforcement," Elliot said in a statement. "We want more inspectors and oversight of the industry."
Auditors recommended the revenue department streamline its licensing procedures, step up monitoring activities, and improve the way it seizes and disposes of unauthorized marijuana.
The report also said the division should impose spending controls over expenses and the staff use of state-owned vehicles.
